At the Government session on December 16, there was approved a draft Resolution of the Cabinet of Ministers of Ukraine "On withdrawal from certain international agreements concluded within the Commonwealth of Independent States."

According to the Resolution, Ukraine pulls out some international agreements concluded within the framework of the Commonwealth of Independent States.

In particular, these are:

- Mining Charter of the Member States of the Commonwealth of Independent States, concluded on March 27, 1997, in Moscow.

- Agreement on the coordination of interstate relations of the CIS member states in the field of use of nuclear energy in peaceful purposes, signed on May 31, 2013, in Minsk.

- Agreement on the coordination of interstate relations in the field of electric power of the Commonwealth of Independent States, signed on February 14, 1992, in Minsk.

- Agreement on Main Cooperation Principles in the Field of Peaceful Use of Atomic Energy, concluded on June 26, 1992, in Minsk.

- Protocol amending the Agreement on Main Cooperation Principles in the Field of Peaceful Use of Atomic Energy of June 26, 1992, concluded on May 31, 2013, in Minsk.

It is worth noting that due to the political component of the CIS activities, starting from March 2014, the Ministry does not participate in the meetings of the CIS Electricity Council and other events within this organization. Cooperation in nuclear energy and electricity within the CIS is neither carried out. According to the results of the analysis, the above agreements with the CIS do not correspond to the current state of international relations in the energy sector and have lost their practical significance.

Adoption of the draft Resolution will bring the contractual framework within the CIS in line with modern international relations in the field of energy.

Background

The project was developed by the Ministry of Energy to implement the Plan for the implementation of the Decree of the President of Ukraine of May 19, 2018, № 139 "On the decision of the National Security and Defense Council of Ukraine of May 2, 2018 "On termination of certain international agreements concluded within the Commonwealth of Independent States", approved by the minutes of the meeting of the Cabinet of Ministers of Ukraine № 21 of June 6, 2018.
