Up to UAH 15,000 in one-off assistance and 0% loans for generators: Government launches new support tools for small businesses

In the context of the energy crisis, it was essential for the Ministry of Economy, Environment and Agriculture to propose comprehensive solutions that provide support not only to businesses but to society as a whole. Small businesses form the backbone of the local economy, for which a stable power supply is critical to uninterrupted operations.

Taking these needs into account, the Cabinet of Ministers of Ukraine has adopted a resolution that, from 2 February 2026, introduces new support tools for small businesses during power supply disruptions. Entrepreneurs can receive one-off financial assistance or take advantage of preferential loans for investment in energy equipment – either separately or in combination, depending on the needs of their business.

The aim of the adopted decisions is to reduce the risks of downtime, ensure stable operation of enterprises and preserve jobs.

One-off financial assistance is provided to sole proprietors who belong to micro- or small businesses, are payers of the unified tax of the second or third group, employ paid workers and have no arrears in paying the unified social contribution. The amount of assistance depends on the number of employees and ranges from UAH 7,500 to UAH 15,000. The funds may be used for the purchase, lease or leasing of energy equipment, fuel for generators, as well as for the installation, repair and maintenance of such equipment. Applications are submitted through the Diia portal, with payments made to the Diia.Card. The final deadline for submitting applications is 31 March 2026.

In addition, opportunities for preferential lending to businesses for investment in energy autonomy have been expanded. State support covers loans for the purchase and installation of generating units. The maximum loan amount is up to UAH 10 million, the interest rate is 0% per annum, and the loan term is up to 3 years.

Entrepreneurs can choose the optimal support model depending on the needs of their business, using one or both instruments.
