2027 State Budget: Resources for community development, housing programmes, and support for IDPs
The Government has approved the draft 2027 State Budget of Ukraine. The Ministry for Communities, Territories and Internally Displaced Persons of Ukraine submitted its proposals with key security challenges in mind. Among the most important civilian priorities identified are support for regions and communities, local self-government, internally displaced persons, and the implementation of specific housing programmes.
A quick overview of the key allocations:
UAH 17.4 billion is earmarked for major regional and community projects, including:
- UAH 14.5 billion for projects implemented jointly with the European Investment Bank under the Emergency Credit Programme for Ukraine's Recovery, the Ukraine Recovery Programme, and the Ukraine Recovery Programme III,
- UAH 2 billion for the State Fund for Regional Development,
- UAH 0.9 billion for public investment projects implemented by the Ministry for Communities, Territories and Internally Displaced Persons of Ukraine (creating barrier-free routes in populated areas).
UAH 24.9 billion is allocated to housing policy, covering housing programmes and compensation payments, including:
- UAH 20.4 billion in compensation for damaged and destroyed property,
- UAH 2.7 billion for the Housing Repair for People's Empowerment (eOselia/HOPE) project,
- UAH 1.1 billion for building social housing in Ukraine,
- UAH 0.7 billion channelled through the Energy Efficiency Fund for the restoration and thermal modernisation of apartment buildings.
UAH 1.8 billion is allocated for social and legal protection measures for individuals confirmed to have been deprived of personal liberty as a result of armed aggression against Ukraine, as well as their family members.
UAH 4.2 billion is allocated for improving the energy efficiency of public buildings.
UAH 0.19 billion is allocated to cover certain expenditures of district councils related to the exercise of their powers.
