State simplifies conditions for using state property for temporary accommodation of IDPs


The Ministry of Social Policy, Family and Unity of Ukraine, together with the State Property Fund, has revised the approaches to providing temporary housing for internally displaced persons (IDPs) in state and municipal property facilities on preferential terms.

The Cabinet of Ministers of Ukraine has endorsed the relevant resolution.

The state has established legal and financial conditions to facilitate the faster utilisation of state and municipal property facilities for the temporary accommodation of IDPs.

The government-endorsed resolution provides for:

  • a clear list of documents to be submitted by state and municipal enterprises, public associations, and charitable organisations in order to obtain the right to rent without holding an auction;
  • preferential rental payment for state and municipal property (UAH 1 per 1 sq. m) for state and municipal enterprises providing accommodation for IDPs;
  • a preferential rental rate for public associations and charitable organisations to ensure temporary accommodation for IDPs;
  • the addition of a category of targeted purpose for immovable state and municipal property that will be provided to ensure temporary accommodation for IDPs.

Such a decision, in the context of crisis response, will enable the rapid creation of temporary accommodation resources for displaced persons.
