The reform of the national public procurement system, bringing it in line with the standards of the European Union, is one of the important components of European integration.
This was stated by the Head of the State Audit Service of Ukraine Alla Basalaieva during a regular meeting of the Supervisory Board of Component 2, Public Procurement, of the EU Public Finance Management Support Programme for Ukraine (EU4PFM).
In her speech, the Head of the State Audit Service stressed the importance of improving the public procurement system as one of the key tools in the fight against corruption in Ukraine.
Alla Basalaieva stressed that transparency and openness of procurement processes reduced the opportunities for any illegal actions and increased public trust in state institutions.
“Analysing successful European practices, we see that improving the public procurement system, in particular through the introduction of modern IT technologies, contributes to the efficient use of budget funds and ensures fair competition among suppliers. This, in turn, reduces the risks of corruption schemes and contributes to the economic development of Ukraine on its way to joining the EU,” the Head of the State Audit Service said.

The European Union’s Public Finance Management Support Programme for Ukraine (EU4PFM) aims to develop a modern, efficient and fair revenue collection system and to support the relevant PFM institutions in improving their organisational capacities.
Component 2, Public Procurement, of the programme focuses on the implementation of public procurement reform and on supporting the progress and sustainability of the national procurement system under wartime conditions, taking into account the needs of recovery.
