At the initiative of President Volodymyr Zelenskyy, the Concept for Strengthening the Stability of Democracy in Ukraine has been drafted. This is a framework document that will form the basis for a roadmap for reforms, and that will take into account both reform proposals from our partners and our domestic initiatives, in particular the Anti-Corruption Program. This was stated by Prime Minister Denys Shmyhal during the Forum "Transparent Recovery: How to Prevent Corruption Risks".

During the event, the Ministry for Communities, Territories and Infrastructure Development presented its Anti-Corruption Program, which is a continuation of the Government's General Anti-Corruption Program for 2023-2025.

"The State Anti-Corruption Program includes 1,700 measures in 15 areas. These are plans to introduce 63 new digital products that will significantly reduce the opportunities for any abuse. It is important that all ministries should approve their own relevant anti-corruption programs. These anti-corruption initiatives will become one of the key areas of the unified Reform Plan until 2027," emphasized Denys Shmyhal.

According to the Prime Minister, Ukraine already has a number of documents from its partners with reform proposals, including IMF beacons, provisions of the Association Agreement with the EU, requirements for receiving EU macro-financial assistance, 7 recommendations of the European Commission, the Ukraine Plan under the EU Ukraine Facility program, recommendations for reforms from the United States, economic reforms that are being discussed with the World Bank.

However, as Denys Shmyhal emphasized, Ukraine is also pursuing other important priorities:

- Building an anti-corruption vertical.

- Changes in the management of state-owned enterprises.

- Digitalization and deregulation.

- Transparency in procurement.

- Control over the use of funds from international partners.
