The Government is launching a project to build and reconstruct 210 emergency departments throughout Ukraine to the tune of at least UAH 6 billion, in particular at the expense of Naftogaz Ukrayiny.
The Prime Minister of Ukraine Denys Shmyhal announced in his opening statement during a session of the Government on Wednesday, May 6.
The Head of Government reminded that the first stage of lifting quarantine restrictions would start on May 11. Therefore, it is of essential importance to ensure that by this time the business is ready to work under new conditions.
"I would like to draw the attention of the Minister of Health and the Chief Sanitary Doctor to the fact that it is critical to listen to the advice aired by businesses and people so that everything is organized in a proper way," said the Prime Minister.
The Minister of Health Maxym Stepanov noted that by the end of the day the final version of this document would be published on the official website of the Ministry of Health.
Besides, the Prime Minister noted that the Government prolonged taking measures to support the socially vulnerable groups and businesses that were most affected by the coronavirus.
"Now individual entrepreneurs of the first and second groups will be eligible for financial assistance for children (under 10 years old). Such support will be in effect during the quarantine and one month after its completion. Last week, all pensioners receiving less than UAH 5,000 pension were paid UAH 1,000 of support. We have also started indexing pensions in May," said Denys Shmyhal.
Separately, the Head of Government focused on the Great Construction program, for the implementation of which over UAH 100 billion has been budgeted in the section of road construction only. In addition, the SRDF resource will be allocated for the development of social infrastructure.
"I appeal to the Ministry of Finance with a request to ensure that funds from the State Regional Development Fund be transferred to the regions as soon as possible. Let's avoid delaying this process until July-September because most of the facilities are schools and kindergartens. It is vital to secure that construction has already triggered. By September 1, the educational infrastructure must be completed and demonstrate high-quality work. This is rather critical," said the Prime Minister.
Denys Shmyhal accentuated that social infrastructure requires comprehensive changes. This is especially true of medicine. It is an issue of reconstruction and equipping of 210 emergency rooms of basic hospitals in line with the uniform standards all across Ukraine.
"Part of the funds received from our largest taxpayer NJSC "Naftogaz Ukrayiny" will be directed to the construction and reconstruction of emergency departments throughout Ukraine. We are talking about a project worth at least UAH 6 billion," the Prime Minister said.
Denys Shmyhal accentuated that Ukraine requires high-quality and upgraded medicine. "We have not ceased a medical reform. We are talking about further improvements taking into account the adjustments necessary to be made as a result of the coronavirus epidemics. We do not want to lose any doctor," Denys Shmyhal urged and instructed the Minister of Health to work on this issue as of topmost priority.
Moreover, the Prime Minister emphasized on solving the problem with the payment of 300% in allowances to healthcare personnel engaged in struggling against COVID-19.
"The funds have been transferred to the regions, in a sufficient amount. Not all health departments have succeeded in doing their job. I commission the heads of regional state administrations to conduct an official investigation into the failure to pay 300% of the surcharge to doctors who are fighting coronavirus," said the Prime Minister, instructing the Minister of Health to take this issue under personal control.
