Ukraine is returning to the adaptive quarantine model which envisages setting various quarantine restrictions across regions depending on the epidemic situation therein. This was announced by Prime Minister of Ukraine Denys Shmyhal during a regular Government meeting on February 17.

From February 24, 2021, the adaptive quarantine will be imposed throughout Ukraine. The Government approved decision with a one-day finalizing.

"As in the summer, four levels of epidemiological danger are envisaged, each of which has clear limitations and criteria for determining. I want to dwell on that the decision will come into force next week, so all Ukrainians will have the opportunity to familiarize themselves with it in advance," Denys Shmyhal stated.

According to the Minister of Health Maxym Stepanov, the resolution stipulates for the establishment of a basic yellow level for the whole country.

"This level will encompass all restrictions imposed in Ukraine after the strict winter quarantine. Moreover, we made some quarantine relaxations. For example, mass events will be allowed if 4 m2 are provided for one person or with more than 50% occupancy per hall. Groups of more than 20 people will be allowed to visit educational institutions. Visitors may be present during team sports matches, but with certain restrictions on the number of seats filled. Restaurants, cafes, bars and canteens will be allowed to work for up to 24 hours," Maxym Stepanov said.

The Health Minister added that the green level would become such an indicator for regions to achieve in order to start reviewing or lifting certain quarantine restrictions.

The orange zone, according to the Minister of Health, will not envisage the establishment of additional quarantine restrictions but will be an indicator of the possible approach of the region to the red zone of epidemiological danger. At the same time, it is suggested that at this level, local authorities may impose additional restrictive measures to prevent the spread of infection.

Maxym Stepanov stressed that strict quarantine restrictions such as in January will be imposed in the red zone.

"The State Commission on Technogenic and Environmental Safety and Emergency Situation imposes a red level. It should be introduced in the region within 48 hours after its introduction," the Minister of Health underlined.
