On August 14, the Cabinet of Ministers approved amendments to the Procedure for attracting, using and monitoring of international technical assistance (ITA) initiated and developed by the Ministry of Economic Development and Trade of Ukraine, with the aim to improve the procedure for its attracting, state registration and re-registration, using and monitoring.
Pursuant to the Government's resolution to improve the monitoring of ITA projects, executives shall report annually on the status of project implementation, and beneficiaries and recipients will receive updated forms to report on project results.
“Clear audit, transparent reporting and monitoring of international technical assistance are among our topmost objectives. We are talking about considerable funding for the implementation of critical reforms in Ukraine, for example, in 2018, 618 ITA projects with the total estimated cost of $ 6.6 billion were implemented. Therefore, society and donors should have an opportunity to see in understandable terms how much funds and where are directed, as well as evaluate the impact of their use”, comments First Deputy Prime Minister, Minister for Economic Development and Trade Stepan Kubiv.
The Government has also increased the accountability of recipients and beneficiaries of the use of ITA through the mandatory disclosure of information on international technical assistance received.
The Government Resolution was designed to improve the procedures for attracting and registering of ITA projects in line with the priorities identified in the Cabinet of Ministers' Action Program, the EU-Ukraine Association Agreement, regional development strategies and other strategies.
The Governmental Resolution has also simplified the procedures for state re-registration of ITA projects in case of change of the project cost estimate and change of the list of contractors, in particular offering an opportunity of submitting a brief list of documents for this purpose, as well as simplified the procedures for approval by the beneficiaries of procurement plans.
