The Verkhovna Rada of Ukraine has exempted imports of energy equipment from value added tax and import duties.
The MPs supported draft laws No. 11258 and No. 11259, which amend the Tax and Customs Codes, respectively, at a meeting on 16 July 2024.
“Restoring energy capacities before the start of the heating season is the number one issue on the Government’s agenda. We have recently presented a comprehensive package of support for citizens and businesses to restore the energy capacities destroyed by russia, build new distributed generation and implement projects that will help meet their own energy needs. In particular, duty-free import of energy equipment was introduced. Therefore, I am grateful to the parliamentarians for supporting this initiative. This is an opportunity for businesses to import equipment at a lower cost in order to implement projects faster and cheaper, not only to meet their own needs, but also to reduce the deficit in the system,” said Yuliia Svyrydenko.
When preparing tax and customs incentives, the ability of Ukrainian producers to meet a certain share of demand was taken into account.
The list of energy equipment that can be imported on preferential terms includes equipment for thermal, solar, wind, hydro and gas generation.
This tax exemption has been adopted for the duration of martial law, but no longer than 1 January 2026. The amendments will enter into force after being signed into law by the President of Ukraine.
