  • Vladyslav Kryklii: RSAs will allow to prevent traffic accidents

    Today, on October 17, 2019, the Verkhovna Rada adopted the Law of Ukraine “On amendments to certain legislative acts of Ukraine on traffic safety management”.

    Infrastructure Minister Vladyslav Kryklii thanked the MPs for their attention to traffic safety issues: “Due to the faults in the road infrastructure objects, we sustain significant human and material losses as a result of road accidents. Road safety audits (RSAs) will be obligatory on international and national motor roads. It will be implemented at all stages - from design to putting the road in exploitation. That will allow safe roads to be engineered and constructed, thereby reducing the amount of social and material losses as a result of road accidents. We are striving to achieve a European level of road safety in Ukraine.”

    The law implements the provisions of Directive 2008/96 / EC of the European Parliament and of the Council of 19 November 2008 on road infrastructure safety management.

    It is important to determine within a legal framework road safety audits (RSAs) as an independent, systematic, technical and detailed assessment of the impact of engineering decisions on road safety, which is carried out at all stages of design and at the stage of putting the highway in exploitation.

    Safety checks will be conducted at least once in 3 years.

    The procedure for conducting RSAs will be determined by the Ministry of Infrastructure.

    The mandatory audit will begin from 2021 for international roads and from 2022 for national roads. This time is required to train qualified auditors.

    The system of auditors training is created with determining requirements to them. Certification will be carried out by entities that are accredited in the relevant field in accordance with the Law of Ukraine "On Accreditation of Conformity Assessment Bodies".

    Prior to the introduction of the statutory audit, RSAs will be carried out by persons with a road safety audit certificate valid in the Member States of the European Union.

    The benefits offered as a result of the introduction of road safety audit are as follows:

    - engineering of safe roads and accidents prevention;

    - introduction of perfect road safety standards and procedures;

    - reduction of social and material losses as a result of road accidents.

    Adoption of the law shall promote the integration of public motor roads in Ukraine into the international road network with a high level of road infrastructure safety.
