  • Army of Recovery: Government extends powers of military administrations to engage citizens in public works

    The Government approved a resolution "On Amendments to the Procedure for Involving Able-bodied Persons in Public Works under Martial Law", which expanded the powers of military administrations to involve citizens in performing public works. The corresponding decision was made at a meeting of the Cabinet of Ministers of Ukraine on December 16, 2022.

    As noted in the document, this act details the procedure for interaction between the military command and military administrations regarding

    - providing military administrations with greater autonomy in initiating and making decisions on the involvement of able-bodied persons in the performance of community services;

    - determining the types of community services that are required in the respective territory or area.

    Due to the potential threats posed by the aggressor state, it is proposed, in particular, to stipulate that the performance of public works in hazardous conditions is allowed only with the written consent of the person who is planned to be involved in such activities and in compliance with the requirements of the legislation on labor protection during the performance of such work.

    It should be reminded that participation in public works by the unemployed is voluntary and is paid at a level not lower than the minimum wage, which is currently UAH 6,700. In addition, payment for the performance of such works can be financed from regional budgets.
