On 30 April, a meeting of the Anti-Crisis Energy Headquarters, chaired by Prime Minister of Ukraine Denys Shmyhal, addressed the outcomes of the previous heating season and preparations for the upcoming autumn-winter period.

According to the Ministry of Energy, no electricity restrictions have been applied to household consumers since 30 December 2024, while limitations for businesses have been minimised. Restoration schedules have been approved, with plans to commission approximately 1 GW of new generation capacity in 2025, of which 170 MW is already operational. Overall, 1.5 GW of capacity has been restored following enemy attacks.

“It is also crucial to maintain consistent international support. The emergency energy assistance hub is operational, through which we have received 1,761 humanitarian shipments weighing 22,600 tonnes from 38 countries. In total, 146 energy sector companies have received aid. Additionally, around EUR 1.2 billion in donor funds has been raised in the Ukraine Energy Support Fund,” said the Head of Government.

The Headquarters discussed updates and current needs of energy companies. Denys Shmyhal noted that company leaders confirmed the effectiveness and systematic delivery of aid, stressing the need to maintain efficient coordination.

Special attention was given to the situation in cities heavily targeted by russia, including Mykolaiv, Odesa, Kryvyi Rih, Dnipro, and other communities. The situation in these areas remains challenging due to russian shelling. The Prime Minister instructed the Commission on Technogenic and Environmental Safety and Emergencies to hold a meeting to prepare for the next autumn-winter period and explore options for introducing expedited approaches to restoring heating infrastructure.

Furthermore, relevant ministries and agencies were tasked with developing a plan by 15 May for preparing the housing and utilities sector for the heating season.

“We are preparing for the next autumn-winter period now to ensure light and heat in every home,” emphasised Denys Shmyhal, expressing gratitude to all energy company leaders and workers for navigating the third wartime winter.
