Prime Minister of Ukraine Volodymyr Groysman initiates a large-scale audit of the quality of roads, especially those ones that were repaired in 2017, and urges to bring to justice contracting agencies which have shoddily completed repair work, and today roads need to be repaired again. At the same time, the Head of Government insists on the need for the rapid implementation of a new construction standard developed under the program "500-500-1000". He made this statement during a special meeting with the participation of the leadership of the Ministry of Infrastructure of Ukraine and Ukravtodor State Agency of Motor Roads of Ukraine.
"We need to conduct a large-scale audit of the work accomplished in 2017. I expect checkout plan and the decision on establishment of control groups (for road inspection) to be shaped, the Head of Government noted, all mistakes (of road works) must be fixed at the expense of contractors (who have poorly fulfilled their work)".
The attendees stressed amount of financing of the road sector makes up 45.7 billion UAH. According to the plan, the work will be conducted on 218 objects. Almost 60% of the project documentation has already been prepared. In addition, the updated standard of construction, which should become a handbook for road services, was established.
The concession road projects are being simultaneously prepared. The construction of Lviv-Krakovets road may become first road concession in Ukraine. According to Ukravtodor, the investors are interested in this project.
The Head of Government placed a special emphasis on the fact that weather conditions do not allow to kick off large-scale start of road works, but everything will work faster when temperature outside will be higher.
"This year we begin to work in April. We must ensure readiness of all contractors and services", the Prime Minister stated.
In 2017 a network of over 2 thousand kilometers of roads was reconstructed and built in Ukraine, which is threefold higher against the last year. Repair works were conducted on all highways throughout the territory of Ukraine. As the Head of Government emphasized, the restoration of roads is a question of strengthening the transit potential of Ukraine, first of all, as a participating country of several transport corridors, as well as the issue of improving the safety of the movement, which includes the construction of pedestrian crossings, the implementation of updated traffic rules and retrofitting the technical component of roads. The said initiatives are part of the program "500-500-1000" which is a comprehensive action plan for the construction of 500 new traffic circles, 500 island sites and 1000 crosswalks. The road budget in 2017 exceeded UAH 30 billion.
In January of 2018, the Head of Government came up with an initiative to raise attention to the problem of road traffic safety and to improve road construction standards aimed to ensure verifying the quality of construction activities and effective use of funds. Volodymyr Groysman suggested apart from analyzing the legal framework on the specified issues also establishing a Coordinating Council on road safety issues. The said Council was created in February this year.
