  • Prime Minister urges all controlling authorities in three weeks' time to shape risk management system and make up checklist to conduct business inspections

    All the controlling authorities are to determine essential sectoral risks by April 1, 2018, that entrepreneurs should avoid, as well as to form checklists - rules for conducting inspections and monitoring the results of these inspections. Prime Minister of Ukraine Volodymyr Groysman voiced the relevant ordinance during a Government session dedicated to deregulation issues.

    The Head of Government stressed that currently for the functionary exercising controlling functions any check means ‘an all-prize lottery’ when it is enough to come to the object, find violations, make out a report or a fine, and then demand from the entrepreneur whatsoever except for the main thing – to remedy the violation.

    "I do not care about penalties! I am keen on security, prosperity and a healthy business environment. We will clearly identify the risks - where there are problems, how to identify and solve them. The state controlling racketeering is the system having been used by certain officials for years to line their pockets and took bribes. We are taking a decision to root out such an approach," stressed Volodymyr Groysman.

    The PM accentuated he was prepared for resistance, which can occur from the system itself. "We are setting a three months deadline for you [supervisers – ed.] to ensure creating risk management systems and checklists for verification. Please, ensure before April 1 risk management systems and checklists available in each supervisory body that we will monitor," said Volodymyr Groysman, "The availability of such risk management systems and checklists will mean that you have geared up to change the system and to upend the negative phenomena forever. Otherwise, submit your resignation and embark on something else."

    Background

    On December 18, the Cabinet of Ministers has summoned a special meeting devoted to deregulation issues. As a result of the meeting, another package of regulatory acts that hinder the development of entrepreneurship shall be canceled. Volodymyr Groysman emphasized, among the topmost objectives included in the Government agenda is improvement of the country’s economy performance. Key support programs directed to development of entire industries and lines of entrepreneurial activities target economy boost. Meanwhile, the Head of Government noted if the Cabinet endorses decisions in favor of businesses and officials create barriers for development on the ground, such functionaries will be punished.
