Volodymyr Groysman proposes to eliminate duplication of functions between local councils and administrations and update normative base for administrative-territorial system

Prime Minister of Ukraine Volodymyr Groysman proposes, within the framework of the decentralization reform, to eliminate the practice of duplication of functions of local councils and administrations and to upgrade the normative base for the administrative-territorial structure of Ukraine. This statement was issued by the Prime Minister at the II All-Ukrainian Forum of Consolidated Communities Life-Changing Initiatives. The forum was held with the support of the Government of Ukraine with the participation of President of Ukraine Petro Poroshenko and Speaker of the Verkhovna Rada of Ukraine Andrii Parubii.

"We need to pass a draft law on administrative and territorial division. It is essential to eradicate duplication of functions of local councils and administrations," stressed Volodymyr Groysman, "In case if one or more amalgamated communities are established within one district, then there should be formed a widespread, full-fledged self-government based on the united territorial communities."

The Head of the Government is convinced that the local leaders elected by the residents like nobody else understand problems of these communities and ways of their solutions.

"Our ultimate goal is the establishment of a widespread local self-government with self-sufficient and strong communities," the Prime Minister emphasized.
