On September 6,
the Cabinet of Ministers of Ukraine adopted a resolution "On the
implementation of a pilot project on the organization of electronic auctions with
use of an e-commerce system Prozorro.Sales."
Nowadays, ProZorro.Sales system is the only channel for the sales by
the Deposit Guarantee Fund of assets of insolvent banks. Recently, in the
system there appeared first items from state and communal enterprises - scrap
metal, sand, second-hand consumer goods. The specified resolution of the
Government gives official permission to state enterprises, institutions and
organizations to sell their assets through ProZorro.Sales.
At that, the participation of customers in the pilot project remains voluntary
and free of charge.
"ProZorro.Sales is a unique project, as it arose at the
intersection of two reforms: of public procurement and state property
management. The decree on the pilot project approved today is another step
towards the introduction of electronic trade in the property of state enterprises
at the state level", commented Stepan Kubiv, First Deputy Prime Minister/Minister of Economic
Development and Trade of Ukraine on the adoption of the resolution.
ProZorro. Sales has
been operational de facto since September 2016 and has already sold property worth
UAH 2.7 billion. It is expected that the system can annually sell property of state-owned
enterprises alone to the tune of UAH 7 bln.
"ProZorro.Sales creates transparent and non-discriminatory
bidding rules for the sale of state property. This contributes to the
development of fair competition and reduces corruption risks. In addition, they
provide equal access for potential investors to the information about such
property. By now, over 2,000 participants took part in auctions", said Maksym Nefyodov, First Deputy
Minister of Economic Development and Trade of Ukraine.
Electronic bids
(auctions) will be carried out under the standards, criteria and with using the
technology of the ProZorro electronic public
procurement system. Upon completion of the pilot project, the Administrator of
the Electronic Trading System - Transparency International Ukraine will hand
over the final product free to the state property.
The project is financed by the Western NIS Enterprise Fund (WNISEF) that is funding innovative, high-impact, reform focused programs and aims to support Ukraine and Moldova at this critical period by developing sound economic policy and leadership. WNISEF was established by the U.S. Congress and funded by the U.S. government via USAID.
