Under the law On Energy Efficiency Fund, which has recently been signed by the President of Ukraine, the Fund will launch operation in a few months. To do this, it is crucial to prepare a regulatory framework, adopt bylaws, and create several IT-systems to ensure its work. Hennadii Zubko, Vice Prime Minister/Minister of Regional Development, Construction, Housing and Communal Services of Ukraine wrote on his LB.ua blog.

"One database will contain open information about buildings in which the services of the Fund were applied, activities implemented there, and how energy consumption was cut resulted from the applied measures. Such data will enable the Fund to develop standard recommendations so that to be applied to other buildings. The second database is the register of issued energy efficiency certificates. This particular resource will contain information about the auditors engaged in certification procedures", said Hennadii Zubko.

According to the Vice Prime Minister, the register of issued energy efficiency certificates is considered an essential part, as pursuant to the Law "On Energy Efficiency of Buildings", the auditor's responsibility for the accuracy of information specified in the certificate is introduced.

Another system should provide communication between customers and contractors. Such a platform would facilitate creating of a competitive services market aimed to improve the quality and value of the services.

"Not to start from scratch, we plan to create such a marketplace on the basis of the Prosorzo. Sales platform being well-reputed in the field of sale of state property. Due to the operation of the Fund, Ukraine will save resources in line with European standards. We expect the establishment of some 75 thousand new jobs and the emergence of a new innovative energy technology and services market in the amount of some EUR 30 billion", summed up the Vice Prime Minister.
