
Government improves land management system at local level
The Cabinet
of Ministers of Ukraine has endorsed a resolution the implementation of which
will promote the elimination of abuse of land on the ground and will ensure
transparency and openness of the procedures with land. Presenting the
Government's decision, Prime Minister Volodymyr Groysman said that according to
the information of law enforcement agencies, "there occur total abuses
with land on the ground." Therefore, recently, the Government has had a
meeting with representatives of agricultural associations, which resulted in a
commission given to the Ministry of Agriculture and Food and the Ministry of Justice
to prepare a draft resolution.
"We
should demonstrate zero tolerance in this issue, though we must make decisions
to annul any possibilities for any official in any place to misuse land
resources", stressed the Prime Minister.
The
proposed amendments stipulate the establishment of conditions for the disposal
of land by transferring it for lease - only though auction. At that, lease is
granted for a period not exceeding 7 years, while the amount of land that can
be transmitted free of charge should not exceed a quarter of land plots that
have undergone tender procedures.
According
to the calculations of the Government, local revenues from the transfer of
public land to lease in a year and half will exceed UAH 1 billion. At that, there
will be introduced an effective anti-corruption mechanism in land relations
sector.
In this
regard, the Prime Minister instructed the Ministry of Internal Affairs of
Ukraine to conduct inspections of all land ‘deals’, while the Ministry of
Economic Development and Trade - to work on the opportunities of the ProZorro system to hold auctions.
