The Cabinet of Ministers of Ukraine engages in elaboration of the 5-year road rehabilitation programme to enable us to construct high quality roads and restore the Ukrainian road infrastructure. This was stated by Prime Minister of Ukraine Volodymyr Groysman on air of the TV channel "112 Ukraine".
"It is of great importance – the quality of [road repair activities], it is important to bring answerable those who in the past year fulfilled the work and were irresponsible and ineffective, and for 5 years we are to build a major program [of reconstruction and construction of roads], because as the Government we switch over to medium-term fiscal planning", stressed the Head of Government.
He noted that today, across the country vigorous road repair activities are underway. The Prime Minister emphasized that he had personally examined road sections being repaired at different places. According to him, the volume and quality of work in the cities and regions of the country vary depending on quality of organization of such work by local authorities.
In this regard
the Prime Minister stressed that necessary resources and funding for road
repairs are available in the regions and stressed the need to ensure high
quality of road repair activities. Hence, from surplus customs revenues we
managed to consolidate additional UAH 4 billion on the local roads that was
transferred to the regional administrations.
"I
will demand the quality of work, we will implement quality control and I'd prefer
those who either have stolen, or have shortcomings in their work be brought to justice", he stressed.
Volodymyr
Groysman highlighted that corruption in the process of road repair activities
is unacceptable. According to available information, today there exists a system of kickbacks in the country, which amounts up
to 7%. In this context, the Prime Minister urged he would appeal to the
National Anti-Corruption Bureau with a request to analyze "who collects money
in the regions and how they are converted into cash".
Apart from
that there has been established the Inspectorate to monitor the progress and
quality of execution of road works, he added. Referring to repair work
completed last year, Volodymyr Groysman noted that there had been revealed 30% errors,
therefore contractors were forced to start the recovery activities and
elimination of the revealed shortcomings at their own expense.
