  • Volodymyr Groysman assures Gov't provided all conditions to ensure e-asset declaration service be launched and demands NACP to do their job and guarantee flawless operation of the system

    The Government has provided all conditions for the launch of an e-asset declaration system and is ready to continue support, but requires from an independent body NACP to carry out their work and ensure normal functioning of the registry.

    This was stated by Prime Minister of Ukraine Volodymyr Groysman after hearing the report of Head of the National Agency for Corruption Prevention Natalia Korchak at the meeting of the Cabinet of Ministers of Ukraine on Wednesday while discussing the problems with the operation of the electronic declarations registry.

    "I accentuate on what you are doing today due to your inefficiency and inaction: you are not capable of organizing work of your website and thus you put all the people in danger of serving 2 years in prison. There are hundreds of thousands such people in our country", urged the Prime Minister, noting that the problems with operating of the e-declaration submission system affected civil servants all across the country as they cannot fill in their declaration forms.

    The Government had everything in power to launch the electronic declaration service the previous year, said the Prime Minister. He recalled that on May 15, 2016 he had convened a meeting with participation of the NACP leadership during which it was promised about the start of work of the system on August 15: "You had been swearing that on August 15 you would launch the system, and then you could have barely managed to do it in September."

    Apart from that, the Prime Minister invited the head of the NACP few months ago at a Government meeting to inform about the preparations for the second phase of electronic declaration process.

    Earlier, the Government had created the necessary conditions for the work of the NACP, in particular satisfied their demand in providing with premises, allocating required funding, noted the Prime Minister. The Government expresses its readiness to continue the necessary support, he said and added on its part the Agency should fulfill their duty and ensure flawless operation of the system.

    The annual budget of the Agency amounts to UAH 170 million, of which the sum worth UAH 66 million had been allocated for the modernization of the e-asset declaration system that wasn’t used, told the Prime Minister. Moreover, the NACP leadership has failed to organize proper work inside the Agency.

    Volodymyr Groysman stressed that the National Agency for Corruption Prevention is an independent body with special status.

    "The NACP head receives a UAH 101 thousand monthly salary. I want the person who gets UAH 100 thousand per month work efficiently. It's the job that is well paid", said Volodymyr Groysman appealing to the head of the NACP.

    "Just do your job. Allow people to submit their declarations", he accentuated.
