According to preliminary estimates, the blasts at a military depot in the town of Balaklia of Kharkiv region have resulted into destroying about a half of the arsenal. Among the theories considered are a range of causes from sabotage to negligence. This was stated by Prime Minister of Ukraine Volodymyr Groysman in his communication with journalists following the meeting of the emergency response headquarters.
"Now we can say that this [the affected area] has already covered about 50% of the territory of the depot. We will be able to assess the situation once the intensity goes down and the zone of explosions localized. Then we will assess damages and the reasons why it has happened. Today, among the reasons of the accident are considered those from sabotage, which is not excluded, to negligence, which is to be investigated. It is crucial to check every theory in order to realize what happened", said Volodymyr Groysman.
He noted that technical maintenance of the military depot had been at a high level.
"Referring
to the protection, the technical maintenance of the ammunition supply dump was
quite high, it was well protected, therefore it makes us even more puzzled
about what exactly happened, what was the cause", stressed the Head of
Government.
Necessary
amount of armored vehicles are operating on the territory of the accident. There
are involved officers of the National Police, the National Guard of Ukraine, in particular they are patrolling the site. Currently
about 550 people are working on the ground.
Within 3-7
days, as soon as the intensity of the explosions reduces relevant services will
begin demining and reconstruction activities, as well as investigating into the
causes of the emergency.
The Prime
Minister told that other regions had been commissioned to provide necessary
materials to rebuild the destroyed facilities. The exact volumes of the damage and
reasons of the accident will be possible to assess after the intensity of the
explosions goes down and fire localized, reiterated Volodymyr Groysman.
Apart from
that, he noted that the Kharkiv regional state administration is expected to submit
a request for additional funding from the Reserve Fund of the State budget,
adding the Cabinet of Ministers of Ukraine will immediately order the transfer
of it.
"We
are actually ready. Now the main problem is the intensity of explosions which should
be reduced to zero and, accordingly, threat to the territories in the vicinity.
The evacuation zone is 10 km and the most important thing for us now is the work
with people to make sure that nobody suffered", summed up Volodymyr Groysman.
