The level of providing equal opportunities to all categories of the population, in particular for persons with disabilities is a criterion of maturity of a modern society. We have a clear Action Plan regarding implementation of the recommendations of UN Committee on the rights of persons with disabilities which was adopted by the Government in December of 2016. The document was elaborated after the first report of Ukraine on the implementation of the UN Convention on the Rights of Persons with Disabilities up to 2020.This was stated by Vice Prime Minister/Minister of Regional Development, Building, Housing and Communal Service of Ukraine Hennadii Zubko during a meeting of the Committee on Disability and Immobility Groups Access to Objects of Social and Engineering-Transport Infrastructure.

The Ministry of Regional Development, Building, Housing and Communal Service of Ukraine is to become the headquarters in the decision-making process aimed to ensure unhindered access for people with disabilities in all communities. We are committed to fulfill the whole list of measures. It includes the elaboration of amendments to the legislation and revision of the relevant State Building Norms as well as for designing of children's boarding schools and ordinary schools with regard to the development of inclusive education in Ukraine. We must establish in the State Architectural and Building Inspection a post of Public advisor responsible for the issues of removing barriers and increasing access. Monitoring and analysis with participation of the society with regard to conditions of accessibility for persons with disabilities to state authorities buildings, objects of social and engineering-transport infrastructure, objects of civil defense and other issues. Moreover, training of people who work in local government on the issues of removing barriers and increasing access", noted the Vice Prime Minister.

It is worthwhile noting that the Ministry of Regional Development, Building, Housing and Communal Services of Ukraine was the pioneer in creating environment to ensure barrier-free access for people with disabilities. The tactile ground pointers are installed near the Ministry, while the premises are being adapted to the needs of the disabled persons.
