  • Cabinet of Ministers approved a procedure for movement of goods to/from the area of anti-terror operation envisaging public control

    At its session on Wednesday the Cabinet of Ministers of Ukraine adopted a resolution "On approval of the Procedure of movement of goods to/from the area of anti-terror operation", submitted by the Security Service of Ukraine.

    Prime Minister of Ukraine Volodymyr Groysman during the meeting noted a certain minimum list of required components and materials to be used for the mining and metallurgical complex, and power economy of the country had been determined.

    "This is a critical minimum necessary to provide heating to the Ukrainian households, light, and not just to homes but hospitals, schools, enterprises, to facilitate our mining and metallurgical complex working for the benefit of Ukrainian economy and all enterprises that operate in this complex be registered in Ukraine and pay taxes pursuant to Ukraine’s legislation,” he stressed.

    "Ukrainians do not have to suffer from this [energy blockade], it is our objective [to settle the problem – ed.]", said the Prime Minister.

    Volodymyr Groysman stressed that it is vital to prevent movement of contraband goods, adding that this activity must be supervised by the public.

    He noted that the public should be encouraged to engage in the process of controlling the movement of goods.

    "We should build an effective control over the transboundary movement of goods and such control should be carried out with the involvement of the society, volunteers, thereby ensuring maximum transparency of this process," he stressed.

    The decision provides for the establishment of checkpoints responsible for tracking the movement of commodities in line with the decision, explained the Prime Minister.

    "Everything included in the list will be granted clearance, all the rest will be banned," said Volodymyr Groysman.

    "I have an offer for all the concerned – ATC, Ministry of Internal Affairs, SBU, Ministry of Defence, Ministry of Temporarily Occupied Territories and Internally Displaced Persons, the State Border Service Administration, National police, the SFS and the public, and I would add here Ukrainian volunteers, who are constantly in the ATO area and, by definition, completely honest - to provide counteraction in border checkpoints to illicit movement of goods, in particular those determined as humanitarian assistance to/from the area of anti-terror operation through the demarcation line or within its boundaries," emphasized the Prime Minister.

    The Head of Government noted that a month after the start of the implementation of the ordinance it is crucial to engage into a public discussion of the state of execution of that: "What has been done, where problems occurred to prevent their repetition in the future".

    "It will be an honest dialogue for the benefit of Ukraine and Ukrainians," he underscored.
