Volodymyr Groysman: We should replace a model of financing the employment service with the model of creating jobs

The employment system in Ukraine must be reformed in order to support the creation of workplaces, and we should abandon a practice of just financing the employment service. This was stated by Prime Minister of Ukraine Volodymyr Groysman during the meeting of the Government on Wednesday.

"I'm not going to support the employment service, I'm not going to support the unemployed. I'm going to provide people with normal jobs and normal wages. The change of this philosophy should be on the agenda of all those who engage in employment service", said the Head of Government, adding there is the need to change the situation in this area.

"I think we should replace the funding model with the model of support for creation of jobs," he noted.

The Prime Minister believes that labour market and policies to stimulate employment must be upgraded.

In this regard he stressed the need to ensure fast transition from forming approaches to bringing in practical changes in this field. Volodymyr Groysman voiced conviction that the ideas of the Government that are soon to be presented will show their effectiveness.

Also, according to him, the system should be reformed in synergy with employers and trade unions to ensure the balance, primarily between the employees and employers.

Volodymyr Groysman stressed that the employment system should be focused on creating jobs, but its current state encourages unemployment.

He gave the example that often job seekers apply for job vacancies offered by the employment service with an aim to get the mark about non-conformity and receive Government assistance as a result.

In this context the Head of Government emphasized the importance of creating new jobs and providing economic development for this purpose.

According to him, the amount of vacancies in the country is not enough to satisfy the needs of Ukrainians n workplaces.

In this regard, he acentuated that the Government had laid a good foundation for economic growth, and launched modernization and overhaul of the country, local economic development. In particular, among the budgeted priorities are the restoration of Ukrainian industry, the development of export potential, that would entail the creation of jobs with normal wages.

There is also the need to prolong deregulation, stressed Volodymyr Groysman. He assured that the Parliament decision on the simplification of tax administration would improve investment climate in the country.

Besides, the state order for professional staff must meet the needs of labour market, said the Head of Government. In this context, he reminded that retrofitting of vocational education by the Government had already yielded some initial results.
