  • Prime Minister urged local authorities to be transparent and accountable to the communities

    Efficiency, transparency and accountability of local governments to their communities will improve the quality of their governance. Prime Minister of Ukraine Volodymyr Groysman stressed during the opening of the USAID- funded program Decentralization Offering Better Results and Efficiency (DOBRE) on Tuesday.

    "What do we have to do? To teach and help consolidated communities, local governments to be effective, to be accountable, and transparent. This will be the key to your success. I think that the country doesn’t have another way", noted Volodymyr Groysman.

    The Head of Government emphasized that in the framework of decentralization and local government reform relevant conditions had been created - those providing an opportunity for each particular authority to efficiently resolve pressing problems.

    "It’s impossible for the central government to decide where and what road to build, and where and what building to repair. This issue must be settled and financed at the local level," he said.

    In this regard, the Prime Minister stressed that due to financial decentralization the country's budget system had been completely changed which led to creating of tools of the financial sustainability of local authorities.

    According to Volodymyr Groysman, it is crucial here the distribution of authority among the executive bodies at different levels, as envisaged in the concept of local government reform. Thus, the Cabinet of Ministers of Ukraine should focus on nationwide issues, public policy, while local authorities at the level of regions, districts, communities must have their competencies.

    However, the Prime Minister stressed that the demand of today is to give new impetus and dynamics to the decentralization reform. "We can't act on that reserve, we created back in 2014. We need new tools, new solutions, we should move ahead", said the Prime Minister.

    "This model can lead to a success. Such a structure of cooperation between local and central governments will ensure our success, efficient economic development, high quality service", stressed the Head of Government, speaking about the decentralization reform.
