The Government may take a decision already this year to launch a FIDIC system to control the quality of repair and construction of roads. Minister of Infrastructure Volodymyr Omelian said in his interview with Ukrayina TV channel on 15 August 2016.

"The issue of quality of road repairs is the topmost issue. First, with the purpose of protecting the roads we have introduced weight control – we do not allow overloaded vehicles to move along main highways of the country. Second, we are now launching the so-called FIDIC system. I hope that this year the Government will adopt a corresponding decision enabling to provide full control over the quality of completed work. This system stipulates for a check of such construction or repair activities by independent companies just on the site", said Volodymyr Omelian.

According to the Minister, the new system provides for proportionate liability for violation of construction norms. "In addition, companies that make roads of poor quality won’t participate in the construction activities”, he said.

In his answer to the question about the program of reforming of Ukrzaliznytsia Volodymyr Omelyan once again stressed that the Ministry strongly supports the reforms in the company, however it requires full transparency and a clear plan of action of the new management: "On Thursday there is due a large meeting of the Supervisory Board and the Management Board of Ukrzaliznytsia with participation of its Chairman. The state is the main shareholder of Ukrainian Railways. We strongly support the reforms and wish quality changes, but we should be aware of what is happening inside the monopoly".
