PM calls on to conduct all government procurement through ProZorro e-system starting from August 1

Starting from 1 August, 2016, all public procurement in Ukraine should be carried out through the Prozorro e-procurement system. The heads of state bodies that will fail to make such transition should be dismissed. Prime Minister of Ukraine Volodymyr Groysman stated this during a Government’s meeting on Wednesday, June 1.

"August 1 - a day when everyone should switch to electronic procurement. The system will undergo improvement, but we must use it now," pointed out Volodymyr Groysman during examination of the issue regarding the introduction of e-procurement.

The Prime Minister stressed that the heads of state authorities who would fail to switch to public procurement through ProZorro from 1 August should be released. "Those who are in the system of government, where we make decisions on the appointments, must be all fired. It is only the lack of political will and non-compliance with the law. Moreover, we should publish those who failed to do this, he underlined. - If the head has no political will to honestlypurchase, the state and society does not need him/her. Let him go away," highlighted Volodymyr Groysman.

Volodymyr Groysman pointed out that Dnipropetrovsk region is a leader in implementing the ProZorro system in Ukraine. However, commenting on the regions where things are so good, he said: "I will have only one question: How can we help, how can we encourage to conduct all purchases through ProZorro?"

The Prime Minister stressed that procurement via the Prozorro system makes it possible to save tens of billions of hryvnias. "The transparent procurement system should cover 100% of public procurement in the country. This is tens of billions of hryvnias to be saved," noted Volodymyr Groysman.

The Prime Minister said that the prices of certain items in the procurement vary almost twice. "This means that we can halve either procurement or expenditures, allocate resources. I think that for us it also has to be a very important priority," he stressed.

According to him, the standard public procurement system is totally ineffective, instead, the Prozorro system of electronic public procurement is absolutely modern, competitive and of high quality.

The Prime Minister emphasized that it is imperative to ensure the development of the domestic economy and increase revenues to the State budget, while it is essential to spend these funds efficiently.

"On the one hand, the Government has a task to develop the national economy, on the other, - to fill the State budget and, through this budget, to upgrade all spheres of life, as well as provide effective social policies and social protection of the citizens. This is very important," underlined Volodymyr Groysman.
