ProZorro electronic public procurement system tested and ready to operate from April 1

The ProZorro e-procurement system has become a platform to connect customers participating in about 90% of all procurement processes in Ukraine and is prepared to acquire the nationwide status, said Deputy Minister of Economic Development and Trade of Ukraine Maxym Nefyodov during a Government meeting on Wednesday, February 24.

Due to the launch of the electronic procurement in the framework of the pilot project in February 2015, there have been saved up to UAH 900 million. In particular, the first e-purchase through the ProZorro system was conducted by the Ministry of Justice. During the operation of this electronic platform its largest participants have become the Ministry of Defense, the Ukrgasvydobuvannia PJSC, the Ministry of Infrastructure, the KMSA.

About 3 thousand customers have joined the system. It makes up almost 15% of all public customers, who represent about 90% of all procurement procedures in the country. At that, about 10 thousand potential suppliers have also connected to the platform, which will allow to ensure real competition. There have been entered 53 thousand tenders for now and the database is being added with about 1 thousand tenders daily.

"From April 1 all the central executive bodies and large enterprises are to be transferred to this system, not voluntary as it was during the working pilot but obligatory, whilst from August 1 - all the customers", stressed Maxym Nefyodov.

Now the Cabinet of Ministers is engaged in adopting necessary bylaws, in particular, the Order of functioning of the electronic procurement system and authentication of electronic platforms.
