If Parliament
does not vote for bills that form the revenues and expenditures of the budget -
"it means that the country will be without the budget, people will be without
salaries, pensioners will be without pensions, the financial and banking system
will be hard set. We will stultify economic stability that has been achieved
over the past few months," underlined Prime Minister of Ukraine Arseniy Yatsenyuk, on Wednesday,
December 23, at Parliament during consideration of a package of legislation
necessary for the adoption of the budget for next year.
Arseniy Yatsenyuk reminded that the Government and the Parliament have
been working together for several weeks in order to pass those bills necessary
for the adoption of the 2016 budget. But
now, he pointed out, these bills do not gain enough votes of MPs: "These bills
submitted by the Government have been improved jointly with MPs and
parliamentary committees and we agreed them three times at our meetings with leaders
of factions and groups."
He emphasised that first of all it was about bills that form
the revenues and spending of the budget. The
Prime Minister stressed that these bills are aimed at providing Ukraine with a
new state budget on January 1, which means a 12%-increase in social standards, UAH113
billion-funding for national security and defense, subsidies for citizens,
pensions and salaries"," This budget is necessary for economic stability
in the country, for maintaining the currency exchange rate and getting help from
our international partners."
The Prime
Minister appealed to MPs: "We have already been engaged in a debate for
two weeks. The Government
has compromised on all the issues, including on the support for agriculture, excises,
rent payments, payments for the use of radio frequency resource. The adoption of the
budget is our joint responsibility. We
have reached a settlement of our differences for the sake of the country and have
found a balanced approach."
"Either
Parliament votes for what we have agreed, or otherwise it means that the
country will be without the budget, people - without salaries, pensioners - without
pensions, the financial and banking system will be hard set, thus no one will
give us money. We
will stultify economic stability that has been achieved over the past few
months," stressed Arseniy Yatsenyuk.
"We accept any constructive criticism, especially because it is very popular now to criticize the Government. But now I ask you to show political responsibility, to vote for the necessary bills and not to lead the country to economic collapse," the Prime Minister addressed the Parliament.
