Arseniy Yatsenyuk urges Parliament to support the bills to be considered during an economic day in the Verkhovna Rada
During the economic
day in the Parliament the MPs
should adopt anti-monopoly laws, which, in particular, introduce an effective
mechanism of management state-owned companies, transparent privatization,
encourage investment, envisage a moratorium on inspection of business and
reduce permissions. Prime Minister Arseniy Yatsenyuk said in Parliament on Thursday, November 12.
Arseniy Yatsenyuk
expressed gratitude to Chairman of the Verkhovna Rada of Ukraine Volodymyr Groisman
for the decision to hold a thematic day in Parliament:
"We have finally come to the conclusion that we should consider laws in packages regarding reforms in each particular area".
Today there is the so-called economic day in
the Verkhovna Rada, he stressed. This day is devoted to the bills submitted by the Government and MPs
of Ukraine aimed at reforming several areas, namely anti-monopoly and competitive acts.
"There have been submitted for considering by the Parliament the draft laws designed to improve control over economic concentration, to fix the clear algorithm of calculation fines and increase the transparency and publicity of activities of the Antimonopoly Committee of Ukraine", stressed the Head of Government.
According to Arseniy Yatsenyuk, one of the core problems of the Ukrainian economy appear "the monopolies that have been created throughout two decades": "Monopolies prevent the development of economic competition. Hence, the Government asks you to support a package of bills on fight against monopolies and transparent and strict investigations of any plots of monopolists in the Ukrainian market".
The second set of issues concerns the
need to introduce an open and effective mechanism of management of
state-owned companies: "A number
of public companies still remain
a corruption-based element in the system of state
ownership. Therefore, the Government offers
to enact appropriate laws to provide an opportunity to cardinally
change the system of management by state property objects
and to engage foreign independent advisers and
observers into this process".
The Government also urges the Parliament to vote for the amendments
to the law on privatization, that "will deprive the Ukrainian oligarchs of a chance to buy 5% of
shares at a low value and then drive away foreign investors who are willing to invest, to create jobs and to buy at a high value, thus, they are not ready to fight with
the Ukrainian tycoons, who hamper foreign investors to transparently and honestly purchase the
corresponding objects".
"If these changes are backed, the first and principal object to be sold through a transparent and honest
tender is the Odessa port plant", stressed the Head of Government.
Another package
of laws that awaits
approval by the Parliament
concerns drawing investment. These are, in particular, the bills to encourage public and private partnership, to
extend preferences for industrial parks, to eliminate takeover schemes and to reform the
state control.
"We put forward a proposal to return to the moratorium on inspections of
businesses. We also offer to create a single integrated automated system of
state supervision in order to
make it clear who
controls whom and to open access
to data concerning the level of influence by public authorities in this
process. Apart from that, we suggest to increase the legal protection of entrepreneurs", said Arseniy Yatsenyuk.

The fourth block, according to the Head of the Government, is the reduction of permits: "The Government proposes to cancel the license of export and import on alcohol and tobacco products, and to abolish 22 permits in the
agricultural sector." "I call on the members of Parliament to
actively support the Government's bills
and laws that are backed by the Government and submitted by the deputies
of Ukraine", summed up
