Arseniy Yatsenyuk supports the establishment of National Employment Agency
"We
should encourage not to register in the employment service, but to create jobs
and find work through registration of a new National Employment Agency," Prime
Minister of Ukraine Arseniy Yatsenyuk
at a board meeting of the Ministry of Social Policy of Ukraine on Monday, 20
July.
By registering
with the employment service, he recalled, a person receives an unemployment payment
for several months: "We need a mechanism in order to enable and motivate a
person to get a job. Our task is to provide him/her with it."
"You
must not be a red tape state structure, but actually a classical company with
human recourses», the Prime Minister said.
Arseniy Yatsenyuk underlined that the National Employment Agency would
provide services to those who look for work, want to change a job and pass
retraining: - "to those who needs changes in his working life."
The Prime
Minister emphasized that earlier employment service had spent hundreds of
millions of hryvnias, "for the purchase of ten
times more expensive computer equipment, office building, money laundering and
corruption."
"Let’s
put up the shutters," he stressed. Let’s get rid of extra offices, get rid
of extra staff, of ten times more payment for software that is still part of corruption
in the system today. Clean up everything you can," Arseniy
Yatsenyuk pointed out.
The Prime
Minister recalled that the Employment Service budget is about UAH8 billion:
"If these funds are properly distributed, they can serve as not only
social benefits, but also as a real mechanism for creating jobs."
For this
purpose, Arseniy Yatsenyuk
emphasized, cooperation between the agency and employers is needed: "We need
to tie up their demand with our supply."
According
to him, employers "must also bear their social burden", including the
training and re-training: "It is necessary that they identify clearly the
needs of their companies for the next ten years. If you want to develop your
business, then the basis of business - it's not the tools and machines. The base
for business is a person who possesses knowledge and is able to work. "
Arseniy Yatsenyuk also stressed the need to tie up the state order
directly with the labor market.
