Oleksii Pavlenko: E-land cadastre should be formed as soon as possible
One of the stages
of the land reform should envisage the filling of the land cadastre, the land valuation,
its inventory, establishing of rules of the farmland distribution, Minister of
Agrarian Policy and Food Oleksii Pavlenko
said this on his Facebook page.
"We are
starting a joint project with the Ukraine’s Ministry of Regional Development
and the World Bank on the filling of the electronic land cadastre. The World
Bank estimates only a 15% electronic land cadastre filling," the Minister states
on his page.
According to Oleksii Pavlenko, the land market’s
infrastructure must be transparent and not corrupt. Each farmer should be
entitled to termination of the lease, registration and land sales. To do this,
every effort will be attached. At present, 7 mln ha of
land has been already distributed, the state owns 10 mln ha of land. 23% of citizens perceive positively the
sale of land. Although, according to the Minister, the issue is political.
"Small,
medium and individual farmers are producing more than half of the food in
Ukraine. We have 4 mln 200 thousand individual farms,
50 thousand of small and medium-sized farmers. This is the core of the economy,
which is created by small and medium business, " Oleksii Pavlenko noted.
