PM: Gov't should be formed within the next ten days
"A
Government should be formed just within
the next ten days," Prime Minister of Ukraine Arseniy Yatsenyuk stressed to reporters following initialing the coalition
agreement in the Parliament of Ukraine on Friday, November 21.
"We
need to hold further talks with the
International Monetary Fund, with our international partners," he emphasized.
According
to Arseny Yatsenyuk , the key priority is to immediately adopt the Law of Ukraine on the State Budget: "A month is left. A draft law is ready. With the law on the state budget it is the whole package of budget legislation, including fiscal decentralization, which gives additional powers to local authorities
regarding tax collection and tax reform, reduction of the number of taxes,
rates and broadening the tax
base."
The
Prime Minister has noted that
the coalition agreement is a "good framework
document": "On
the basis of
this agreement is being prepared a key document providing
for joint liability of the Government and each member of the Parliament, - an Action Programme of the Cabinet of Ministers, which is voted at the Verkhovna Rada."
"We’ve already start writing
an Action Programme of the Cabinet of Ministers. It is simple, understandable and clear - what, when and in what terms must be done. The first issue concerns the security and defense sector. The second - economic changes and tax reform. The third - the decentralization of power. The fourth - the fight against corruption. And the fifth issue - reform of the government, " the Prime Minister said.
During
the initialling of the coalition agreement Arseniy Yatsenyuk appealed to the political forces of the future coalition to speed up the nomination of their representatives for posts in the future Cabinet of Ministers of Ukraine: "The Government means specific personalities, who are to perform the agreement and action program, to carry out real changes and bear full responsibility."
"This is not about political quotas, but about the political
responsibility of the newly elected House, Government and President, because people look at the authorities as a single whole. And the authorities will bear joint responsibility to the Ukrainian
people for the fulfillment of each item and each promise that we've given," he stressed.
The
formation of the Government, according to Arseniy Yatsenyuk, should be as public as the procedure of the preparation and signing of the coalition agreement: "Each minister should say what and how he will do."
The
sooner it will be done, "the sooner the country will have changes that will be very difficult, following the text of the agreement, he stressed: “The agreement involves complex, painful but necessary reforms for the state. And we might win applause, but certainly not in the nearest future. We must earn it. "
"So
we, together, those
who, on the one hand, have received a mandate of trust, and on the other hand, a mandate of incredible responsibility -must realize everything we promised and then we must make a report on that," Arseniy Yatsenyuk underlined.
He
expressed gratitude to the
representatives of political forces
for productive work on the preparation of the coalition agreement, "which was made in an open and professional mode."
"The Ukrainian people have given a constitutional mandate to pro-European, pro-constitutional forces. A new Ukrainian majority possesses 300 votes for the implementation of this constitutional agreement as well as all the provisions of the Association Agreement and the FTA with the European Union, because it is the basis of our reform agenda," the Prime Minister said.
