Arseniy Yatsenyuk: The Government embarks on execution of law on purification of authorities
Prime Minister of Ukraine Arseniy Yatsenyuk has commissioned the Ministry
of Justice to establish a Department on implementation of the law On the
Purging of the Government, while the head of the State Fiscal Service is to set
up a separate Department of monitoring and verification of the declarations of
high-ranking officials. He announced at a Government’s meeting on Friday,
October 10, which was dedicated to the implementation of the law on the
cleansing amongst the authorities.
"The Government is embarking on the implementation of the law of
Ukraine On purging of government. The new quality of the public administration
system, dismissal of all those who are corrupt and all those who are personally
to blame for the troubles that we face today in our country," said the
Head of Government.
Arseniy Yatsenyuk has informed that after the law comes in force, the
Cabinet of Ministers shall immediately take personal cadre
decisions. At this, he noted that he had already received a large number of
applications for dismissal from office at personal request, which were filed by
the employees of the Government before the entry into force of the mentioned law.
The Prime Minister instructed the Justice Ministry to establish the
Department on implementation of the law on purification of the authorities.
Pursuant to the legislation, each ministry should establish relevant
units responsible for inspection, he said, "In the HR departments should
be the persons responsible for carrying out checks in the process of hiring for
positions any state employee. The main criterion is the trust in the
government, trust in the people who are in charge. And this criterion should be
followed."
He gave a commission to the head of the State Fiscal Service to establish
a separate Department of monitoring and verification of the declarations of
high-ranking officials and compliance of their property status with their real incomes.
The PM said that the Cabinet of Ministers would take a decision on the verification
procedure to ensure execution of the law on purging the authorities.
Moreover, Arseniy Yatsenyuk instructed the National Agency on Civil Service
and the concerned ministries to immediately announce public competitions “to
attract new and young, well-qualified professionals to work for the civil
service of Ukraine". He reminded that we had gained such experience in the
process of filling the positions of Deputy Ministers on European integration,
"our great country has great potential and in particular young people have
a desire to make changes, so we should give them a chance to carry out these
changes. And the law on the cleansing amongst the authorities is called to
purify the government and bring certain qualitative changes into it".
The head of
Government stressed that the law is applied to the investigators, prosecutors,
judges and other categories of employees, "who, to the greatest regret,
have a very poor reputation among Ukrainian citizens".
He expressed hope that the parliamentary elections will also yield in
purification of the parliament.
“Here proves necessary a political will of the new leaders of the
Ukrainian state and wisdom of the Ukrainian nation when deciding for whom to vote,"
he said.
Arseniy Yatsenyuk noted that the law on the purging of authorities had to
be adopted 20 years ago," But better now than never. We have every
opportunity: to create the new Ukrainian authorities, the new Parliament, the
Government and public administration system in general. This is what the Ukrainian
nation demanded and what they deserve to have”.
