Arseniy Yatsenyuk: After war ends - rehabilitation of ATO participants and rebuilding of Donbas
The Action Plan
"Recovery of Ukraine", that was presented at the Government meeting
on Wednesday, September 3, stipulates for rehabilitation of ATO participants, support
to families of the military and rebuilding of Donbas. The Prime Minister of
Ukraine Arseniy Yatsenyuk announced.
Arseniy Yatsenyuk
reminded that he had talked to ATO participants in Dnipropetrovsk hospital:
"When the guys with missing limbs tell that after operations they will
take weapon and return to fight for Ukraine, it means this country is
invincible. You can fight against the army, but you cannot defeat the
people."
"You cannot win the
victory over Ukrainian people. Putin is not the first who has tried to do that. All those who tried unsuccessfully to do
it disappeared. But Ukraine exists. And Ukraine will survive", - he said.

The Prime Minister reminded
that the Cabinet of Ministers had adopted a decision on setting up the State
service for affairs of ATO participants and veterans, after studying the U.S.
experience: "The state should be truly concerned about the participants
of the anti-terrorist operation and those families who lost fathers, husbands,
who have lost breadwinners". The Government of
Ukraine, according to Arseniy Yatsenyuk, allocates funds to the families of
those who died and launched a program of providing housing for the families that
lost breadwinners as a result of the antiterrorist operation. He explained, the Ukrainian Government had already allocated UAH
102 million: "And every time we transfer additional funds". The PM stressed
that it is the topmost issue to ensure the rehabilitation of members of the
antiterrorist operation, to provide social and psychological assistance,
prosthetics and medical assistance, including abroad. Here, according to
Arseniy Yatseniuk, the Government counts to obtain financial and technical
assistance from Western partners. He said that dozens of negotiations had
been held on this issue, in particular Arseniy Yatsenyuk had a conversation
with the newly elected Chairman of the Council of the European Union Donald
Tusk: "Poland is ready to provide medical assistance, as also many other
western countries." As for the plan of
rehabilitation of Donbas, Arseniy Yatsenyuk said: "After attaining peace
- those who moved to other areas of Ukraine, will return
back to Donbas, and the Government is introducing targeted state assistance
for those who are returning to their homes”. Moreover, the Government
is also working on the assessment of losses and destruction in Donbas:
"We can't calculate now - only by satellite images. And if two months
ago, when we liberated Slovyansk, our estimates
were UAH 8 billion, today I can declare that the destroyed infrastructure is
worth billions of dollars." Arseniy Yatsenyuk
said that the European Union and the western
partners were to send to Ukraine a special mission to hold the inventory and
assessment activities. The Prime Minister
also reminded that in November is due the
international donor conference aimed at raising funds for restoration of Donbas. |
