Working group on concept of reformation of law enforcement system to set up within Government

The Prime Minister of Ukraine Arseniy Yatsenyuk has commissioned to immediately set up a working group under the chairmanship of the Vice Prime Minister of Ukraine Vitalii Yarema on a concept of reforming the law enforcement system. He said during a session of the Government on Wednesday, June 4.

“People are expecting for real changes in the system of the Interior Ministry, the SBU,” he emphasized.

The Head of Government noted that there are 23 bodies n Ukraine that perform law enforcement functions: “Even the State Architecture and Building Inspection has powers of enforcement. Among such quantity of organizations a person in charge is lost”.  

“With our European partners we had a talk that the supporting group to Ukraine would provide the best European experts. They are capable to provide an opportunity for us to reform the system conceptually, that is called to ensure protection of people,” the Head of Government said.

Arseniy Yatsenyuk stressed separately the need to deprive Prosecutor’s bodies of a general supervision function: “In the framework of our constitutional reform it must be one of the top points”.  

The Head of Government informed also he had discussed that with the newly-elected President of Ukraine: “I am convinced we pursue the path of upgrading the law enforcement system, the prosecutors and the courts together”.

Moreover, he stressed at the Government’s session today will be considered an issue of reforming NJSC Naftogaz Ukrainy: “The National Joint Stock Company Naftogaz Ukrainy will deal exceptionally with natural gas sales”.

At the same time, according to him, there is established PJSC Ukrainian Gas Transportation System, which, according to European legislation, will focus exceptionally on the transportation of natural gas, as well as PJSC Ukrainian Gas Storages Facilities, which will deal with the storage of natural gas: “In fact, it is the first real step toward full adaptation of the Ukrainian energy sector to the requirements of the Third Energy Package”.

“We along with the EU have been conducting a common energy policy. Ukraine has ratified the Energy Charter Treaty, Ukraine is a member of the Energy Community, by the way, unlike Russia. And so our joint policy with the European Union must comply with the rules set forth in the European energy market. This significantly changes the entire energy security and energy policy in Europe. The faster we advance forward, the more confident both Ukraine and Europe will feel in energy security issues,” Arseniy Yatsenyuk highlighted.
