Ostap Semerak: E-government is operating in test mode

The Cabinet of Ministers of Ukraine has introduced an electronic system of document flow. It is operating in a test mode presently.

In his interview with the Tyzhden [Week] magazine, №21, dated May 23, the Minister of Cabinet of Ministers stressed, probably, only e-government can be ideal. “We have been working on it. I have launched the electronic system of document flow in the test mode for now. As it turned out, the system existed but it wasn’t launched,” the top official said.

The Minister stressed that paper document flow “provides an opportunity to change the registration date, and if one loses the paper, how to find it then…”

“The electronic system photographs each document, it is registered and it is impossible to fool computer afterwards,” Ostap Semerak emphasized.

To the conviction of the Minister, if there is enough time and will to build a closed e-government system, it will enable to curb corruption considerably. “And to maximize openness of the Government, as apart from other things, it is also a service system for the citizens,” the Minister of Cabinet of Ministers added.
