First Deputy Minister of CMU: Government fixes norms which afford avoiding corruption just on the stage of preparing documents

The Cabinet of Ministers is working on designing of norms which are called to exclude corrupt actions starting from the stage of preparing Governmental acts. It will enable to avoid variations in interpretation of norms and rules and, respectively, won’t create grounds for violations by officials, the First Deputy Minister of the Cabinet of Ministers Oleh Parakuda stressed.

“We should determine simple and understandable rules of work for officials, envisage transparent appeal procedures. But the most important is unavoidability for the official to be answerable in case instances of abuse are determined,” explained First Deputy Minister Oleh Parakuda and added in the largest number of cases corrupt acts can be revealed in the process of elaborating documents, but not in the process of realization of the documents – it will give chance to economize time, efforts and governmental funds.

According to the First Deputy Minister, among the most efficient tools to curb corruption there could become a change of model of rendering administrative services that are provided exceptionally through high cost non-government mediators. The international experience demonstrates that e-government technologies facilitate improvement of efficiency and quality of administrative services, curbing corruption, reducing administrative burden for the citizens and business, and strengthening democracy and competitiveness of the country in whole.

“Administrative services should be provided on available, simple, reliable basis, with usage of Internet, and all these will exclude contact between official and consumer of a service. Such practice has proved its value in the majority of European states,” the First Deputy Minister informed.

According to him, electronization of administrative services has been held during certain time in Ukraine and the task of the Government is to introduce broadly this approach on all levels of rendering services.
