Volodymyr Hroysman: We must empower every city and village communities to manage their territories
We can turn the
country back to follow normal economic development way in case we transfer the
right to manage the territories from central executive authorities to the local
self-government bodies, such as city and village communities. The Vice Prime
Minister, Minister of Regional Development, Building and Housing and Communal
Services Volodymyr Hroysman
announced in Donetsk during a meeting of the Prime Minister of Ukraine Arseniy Yatsenyuk with regional
state administrations’ heads, city mayors, chiefs of law enforcement agencies
and industrialists of eastern regions.

issue of lack of resources necessary for the development of the regions,
including the eastern ones, he said that the answer must be found in the
reforming local self-government system and territorial organization of power,
which the Government was planning to introduce and which would make the local
communities being principal managing subjects in the country possessing their
own resource.
“We will empower city
and village councils to manage their own territories – to engage there in
communal economy matters, infrastructure, education and culture. Thus, together
with that we must transfer to the local communities a share of national taxes,
local taxes so that the communities could reinvest them into solving of the
tasks set forth in front,” he stressed.
According to him,
apart from creating incentives for the economic development of the territories
it will afford to curb corruption, as people will be able to control the use of
resources more effectively at the local level.
“We must make this
country a successful one. It is the best answer fro every region of the East,
West, South or North. I am saying this as a representative of the
