Arseniy Yatsenyuk held meeting on healthcare reform and price situation on pharmaceutical products market

Prime Minister of Ukraine Arseniy Yatsenyuk held a meeting on healthcare reform and price situation on the market of pharmaceutical products Wednesday, April 9.

The meeting was held due to systemic problems in healthcare and the issues arising from the adoption of a package of anti-crisis legislation, which, in particular, taught the industry of drugs and medical devices.

Arseniy Yatsenyuk said that the reform of the healthcare industry began with a pilot project on reforming health care system in 4 regions of Ukraine. In order to create conditions for the implementation of a pilot project in July 2011, the new edition of the Law of Ukraine" Fundamentals of Legislation of Ukraine on Health Care" laws "On the Procedure for Health System Reform in Vinnytsia, Dnipropetrovsk, Donetsk and Kyiv regions" and "On Emergency Aid", the implementation of which began in 2013.

Having heard information of industry representatives, the Prime Minister instructed the Ministry of Health, together with Vinnitsa, Dnepropetrovsk, Donetsk regions and Kyiv City State Administration, other relevant executive authorities and institutions, with the participation of civil society organizations, local and international experts to analyze the system healthcare reform. As a result of this work, the Prime Minister offered to provide relevant suggestions to the Cabinet for improving this process.

In addition, Arseniy Yatsenyuk instructed the Ministry of Health to work out draft amendments to the law on the reform of the pilot regions taking into account the problematic issues identified for 2.5 year of the experiment.

According to Arseniy Yatsenyuk during the reform of the medical field, it is important to know how people understand certain initiatives. To do this, in his opinion, we should make appropriate survey and to work taking into account public opinion.

Also, the Prime Minister instructed the Ministry of Health to work out a draft law "On health care and medical services", in which, inter alia, to provide a clear mechanism for determining value of medical services.

Separately Arseniy Yatsenyuk emphasized the need for deregulation of the Ministry of Health. In this regard, he instructed the Minister of Health Oleh Musii in a short time to work out and submit to the Government's proposals on which functions the Ministry may give medicinal self-government.
