"Last night we’ve worked out an action plan of how to respond to the situation in the eastern regions. There is a clear action plan," Prime Minister of Ukraine Arseniy Yatsenyuk said at the government session on April 7.

Arseniy Yatsenyuk informed that acting Minister of Internal Affairs of Ukraine Arseniy Avakov went to Kharkiv with this action plan. The First Vice Prime Minister of Ukraine Vitaly Yarema, who are responsible for military and law enforcement unit, is in Donetsk, where he is holding a meeting.

The Prime Minister addressed to the residents of the eastern regions of Ukraine: "It is absolutely clear that there is a realization of anti-Ukrainian, anti-Donetsk, anti-Luhansk and anti-Kharkiv plan to destabilize the situation. The plan to foreign troops crossed the border and seized the territory of the country."

"We will not allow it," Prime Minister stressed.

"I convinced that the citizens of Donetsk, Luhansk and Kharkiv want to live in a single unitary country. That is why we have started the process of constitutional changes - to delegate powers to the regions, so that each felt himself a worthy citizen of the country, which has an impact on the authority in Ukraine and in his region," he underlined.

Arseniy Yatsenyuk appealed to the elite of the Eastern Ukraine, "Our shared responsibility is to save the country. I’m sure that nobody wants to be subordinate to the neighboring country. We have our own country, let's keep it."

As he said, mass rallies in the eastern regions, which there were a month ago disappeared: "But now there are radical people ranged from 1 to 1500 persons in each region with a specific Russian accent, who coordinating their activities with the special services of foreign countries, did riot yesterday and went towards capturing administrative offices and destabilization of the situation."

According to him, the information on the withdrawal of Russian troops from the Ukrainian borders is only a demonstration of allegedly withdrawal of troops: "In fact, forces were not pull back," he said.

The Prime Minister stressed that any calls for federalism is an attempt to destroy the Ukrainian state: "There is a script written in the Russian Federation, the purpose of which only one - the dismemberment and destruction of Ukraine and the transformation of Ukraine into the territory of slavery under the dictate of Russia. This can not be."

The Government, the Prime Minister stressed, will take all legal measures and the coalition will do everything to ensure that in the country we dealt on our own mind what the Constitution will be in Ukraine, what powers regions will have, How we will refer to the language, history and culture: "This is our internal issues, we do not need prompting."

The Prime Minister also said that he is in constant contact with the military and law enforcement units: "As I’ve been informed the situation in the Kharkiv region has somewhat stabilized. I am sure that we put things in order and in Luhansk and Donetsk regions too."
