A. Yatseniuk: Government not to open appropriations to any company before new procurement law approved
The Prime
Minister of Ukraine Arsenii Yatseniuk informed the Government had designed
immediately a draft law on state procurement with the transparent mechanism of
budget fund expenditures. He announced from the Parliament’s rostrum on Tuesday,
March 11.

He emphasized
the volumes of rampant corruption existing in the previous government had
been caused firstly by non-transparent and manual budget control through
state procurement. “I
declare officially on behalf of the Government: unless the new redaction of a
new procurement law is approved, the one envisaging a transparent mechanism
of spending the budget funds, the Government of Ukraine won’t open a copeck in assignments to any company, as we won’t give an
opportunity to embezzle these funds,” the Head of Government stressed. Moreover,
Arsenii Yatseniuk informed the bill on factual cutting of the state budget
would be submitted to the Parliament: “It concerns double cutting of the state
budget deficit. All macro-economic showings and revenues of the state budget
having been formed by the government of Yanukovych-Azarov are not only far
from real, but appear swollen and cannot be fulfilled”. “There is
a very hard period in front of us: reducing of social standards, shortening
of expenditures. But it will give us a chance to achieve economic growth in
the medium term,” the Prime Minister stressed. He appealed
to the Parliament’s members to ratify as soon as possible the Agreement
between Ukraine and the European Investment Bank and European Bank for Reconstruction
and Development to the tune of USD 300 mln targeting
to ensure safety measures on nuclear facilities. Moreover,
he addressed the MPs to immediately vote for the law on resuming trust to the
Judicial System of Ukraine: “It concerns those judges who violated law and the
Constitution and took bribes, those judges who were faces of Ukrainian
corruption in the judicial system, they must immediately
leave the court system and come to Prosecutor to testify”. Apart from that, Arsenii Yatseniuk noted the following day new chairmen of the State Tax Service and State Customs Service, those submitted by business representatives, would be appointed. “We are
establishing order step by step. But there is a request to the whole country
and Ukrainian Parliament. None is fighting for power nowadays. The one
fighting for power is fighting against Ukraine. I ask you to ensure everyone
fighting for Ukraine, for its future, for our territorial integrity and
independence. It is our mission and we swore an oath to the people of Ukraine.
Let’s stick to this oath,” Arsenii Yatseniuk said. |
