Budget policy of the current year directed to balancing of interests of the country and the regions
A key
direction of the budget policy for 2014 in the area of relations of the state
budget with the local budgets appears balancing of interests of both the
country and the regions that are directed to the rational use of the economic
potential of every region with making maximally possible economic effect.

So, the
general resource of the local budgets for 2014 in comparison with 2013 has
been increased by 9.8% or by UAH 21.7 bln. At this the
investment resource of the local budgets for the social economic development
of the territories increased by UAH 3.4 bln and
amounted UAH 16.2 bln. It should
be noted here that in the State Budget of Ukraine for 2015 there have been
envisaged for the first time expenses for: - Enlargement of a network of
pre-school educational institutions, modernization of children’s playgrounds
of secondary and pre-school educational institutions; - Providing with nutrition
(breakfasts) the pupils of 5-11 grades of secondary educational institutions; - Extra payments for the amount and
quality of the fulfilled work for the medical workers who render primary
medical aid in the regions that don’t participate in a pilot project of
reforming of the healthcare branch. Together
with that, the funds have been planned for:
- Raising of minimal salary rates,
official salary (tariff rate) for the employee of the I tariff category of
the STS (single tariff scale); - Raising the level of financial
maintenance of the local budgets in terms of expenses directed to payment of
wages to the budget sphere employees and payments for energy carriers; - Payment of assistance for care
after invalids of the I or II groups resulted from mental disorder; - Ensuring additional payments for
the medical employees of an ambulance system; - Support of reforming of the
healthcare system. It should
be also noted that in the current year, like it has been in the previous
years, the state support of the development of regions will be carried out
through the state regional development fund, the volume of which is UAH
3 480 mln. At this,
targeting concentration of the funds of the state support of the regional
development in 2014 subvention from the state budget to the local budgets for
the measures directed to social and economic development of certain
territories in the amount of UAH 1 bln appear to be
a component of the state regional development fund. |
