Yulia Svyrydenko: Expanding housing support for IDPs from temporarily occupied territories

From 1 December 2025, the first stage of a new state housing assistance programme begins for internally displaced persons (IDPs) whose homes remain in temporarily occupied territories.

IDPs who hold the status of combat veteran or person with a war-related disability will be able to apply through the Diia portal for a housing voucher worth UAH 2 million.

“This is the first stage of a new housing assistance programme for families whose homes are in temporarily occupied territory,” said Prime Minister of Ukraine Yulia Svyrydenko.

The housing voucher can be used to:

  • purchase a home;
  • invest in new-build construction;
  • cover the initial down-payment on a mortgage loan;
  • repay an existing mortgage.

At this stage, an internally displaced person may apply if they:

  • hold the status of combat veteran or person with a war-related disability (since 2014);
  • have confirmed previous residence in temporarily occupied territory;
  • possess a current IDP certificate showing an address of actual residence in government-controlled territory;
  • neither they nor their family own other housing in government-controlled areas (except for an outstanding mortgage or property located in an active combat zone);
  • have not previously received housing assistance under other programmes and have no active applications in the eVidnovlennia programme.

The voucher will be valid for 5 years from the date of issue. Any property purchased with it will be subject to a 5-year alienation restriction to ensure the funds are used for their intended purpose.

The payment and redemption mechanism for the vouchers will be finalised by the Ministry for Communities and Territories Development in the near future.

“In parallel, we are exploring ways to extend the programme to other categories of IDPs from temporarily occupied territories. Our goal is for as many Ukrainian families as possible who have lost their homes because of the war to gain access to housing,” the Prime Minister stressed.
