Yulia Svyrydenko: The National Security and Defense Council approved сomprehensive Resilience Plans for regions and large cities
At a meeting of the National Security and Defense Council of Ukraine, comprehensive Resilience Plans for regions and large cities were presented, developed by the Government in partnership with the heads of regional military administrations and city leaders.
“The purpose of these documents is to ensure the uninterrupted functioning of communities in conditions of war and systematic enemy attacks on energy infrastructure. We are strategically restructuring the entire energy system of the state for years to come,” emphasized Prime Minister of Ukraine Yulia Svyrydenko.
Each regional plan covers four key areas:
• protecting critical infrastructure;
• developing distributed generation;
• ensuring uninterrupted heat supply;
• ensuring uninterrupted water supply.
The total cost of implementing the Comprehensive Plans is UAH 216.32 billion.
The National Security and Defense Council approved the Resilience Plans for all regions except the capital. Preparations for the city of Kyiv must be particularly thorough. The National Security and Defense Council instructed the Kyiv city authorities to finalize and submit a realistic plan within a week that will ensure the next heating season passes taking into account all challenges.
All regional and city leaders are personally responsible for implementing the approved Plans.
The measures will be financed from the state and local budgets, as well as with the support of international partners, in particular through contributions to the Ukraine Energy Support Fund and the supply of additional equipment. The Government is also working with the National Bank of Ukraine and commercial banks to expand financing opportunities.
“The Cabinet of Ministers is establishing a Coordination Center for the implementation of the Comprehensive Plans. The readiness of the regions will be assessed using the Sustainability Index. The Government will provide full assistance and, if necessary, will promptly adjust the plans,” said the Head of Government.
