The first payments and loans under the state support programmes during the energy emergency have already been allocated. Government programmes continue to operate for people in need of assistance during the frosts, to enable entrepreneurs to keep their businesses running, and to enhance the energy independence of multi-apartment buildings and households. This was announced by Prime Minister of Ukraine Yulia Svyrydenko.

“Over 30,000 people have received warmth packs in the areas where the situation during the frosts was most difficult. The kits contain items to help people stay warm, remain connected, and charge medical devices. They were provided by the Naftogaz Group for people with disabilities and lone pensioners in Kyiv and Kyiv region,” Yulia Svyrydenko reported.

Other major state-owned companies have joined the initiative – Energoatom, Ukrenergo, Ukrhydroenergo, and Forests of Ukraine. They are already providing an additional 70,000 warmth packs for communities across Ukraine where the electricity and heat supply situation remains challenging.

“Over the past week, more than 18,000 sole proprietors in groups 2–3 have submitted applications for UAH 180.6 million. Of these, the state has already funded 14,400 applications. Entrepreneurs providing essential services to people will be able to repair or purchase a generator, fuel, or pay utility bills,” the Prime Minister noted.

The first concessional loan of UAH 1.1 million has been issued for generators and other energy equipment under the Affordable Loans at 5-7-9 programme.

As of today, 963 applications from businesses totalling over UAH 1 billion have been received by up to 18 banks. Loans are provided for up to 3 years, up to UAH 10 million.

“Already, 115 loan agreements have been signed for a total of UAH 2.19 billion to finance projects for own generation – for businesses and apartment building co-owners’ associations. In total, businesses have submitted 173 applications for UAH 6 billion to install gas turbine, gas piston, biogas, and other generating units as a systemic solution for energy resilience,” the Prime Minister stated.

To support households, the SvitloDim programme is in place, through which funds are provided for the energy independence of homes. The first 19 applications from multi-apartment buildings in Kyiv and Kyiv region have been approved, totalling UAH 5.1 million. Funds are transferred to applicants within two days of confirmation.

Buildings will be able to purchase generators, batteries, inverters, high-voltage battery control units, and solar panels – to provide autonomous water, heating, lighting, and lift operation during outages.
