Yulia Svyrydenko discusses decisions on Reparations Loan mechanism and a new IMF programme with international partners
Prime Minister of Ukraine Yulia Svyrydenko opened the 15th Steering Committee of the Ukraine Donor Platform and welcomed participants representing the governments of partner countries, international financial institutions and organisations in her address.
The Head of Government emphasized that the Platform had become an effective mechanism for coordinating budget support, reconstruction, private investment development, and reform implementation. This is the second meeting of this kind to be held in Kyiv this year, and for Ukraine, it is an important sign of partners' unity.
“I thanked partner countries for their financial assistance to Ukraine. Together, we are working towards decisions on the Reparations Loan mechanism and a new IMF program for the upcoming period,” the Prime Minister said.
During the meeting, participants emphasized the positive dynamics of the Ukrainian economy: over the year, the state budget's own revenues increased by 25%.
Moreover, the Government briefed international partners on measures to restart the governance system of state-owned enterprises in the energy and defense sectors. Among the key priorities of state policy outlined were:
• strengthening energy resilience;
• promoting veterans' policy;
• establishing a Veterans Fund with the possibility of attracting foreign contributions.
The Prime Minister shares the partners' conviction that Europe's security is directly dependent on Ukraine's security, which is why the Government pays special attention to supporting the frontline regions, with over 6.5 million people living there.
"These communities form a security shield for all of Europe. Through the state budget and the Recovery Agency, we are rebuilding civilian infrastructure without waiting for the war to end," said Yulia Svyrydenko, adding that this year the state had restored water pipelines in Mykolaiv and Kryvyi Rih, opened the first European-gauge railway track from Uzhhorod, and continue implementing a number of other projects.
The Prime Minister thanked all the states participating in the Donor Platform for their effective work.
Background information
Currently, the Platform comprises 25 permanent and temporary members, observers, with seven international financial institutions and organisations participating in its work. The permanent members of the Platform are Ukraine and the members of the G7 (Canada, France, Germany, Italy, Japan, the United Kingdom, the United States and the European Union). There are five temporary members: Denmark, the Republic of Korea, the Netherlands, Norway, and Sweden. Eleven countries currently have observer status: Austria, Belgium, Estonia, Finland, Iceland, Latvia, Lithuania, Luxembourg, Poland, Spain and Switzerland.
Senior officials from the United States, the European Commission, and Ukraine co-chair the Steering Committee, notably Minister of Finance of Ukraine Serhii Marchenko, the Acting Coordinator of U.S. Assistance to Europe, Eurasia, and Central Asia, Christopher Bergaust on behalf of the United States, and Director General Gert Jan Koopman of the Directorate-General for Enlargement and Eastern Neighbourhood of the European Commission, on behalf of the European Union.
