Yulia Svyrydenko discusses implementation of the decision on utility rates recalculation with Head of the State Service on Food Safety and Consumer Protection

Ukrainian Prime Minister Yulia Svyrydenko held a working meeting with Serhii Tkachuk, Head of the State Service on Food Safety and Consumer Protection.

During the meeting, the parties discussed the progress of implementation of the Government’s decision regarding the fair recalculation of utility rates.

For January 2026, recalculations were carried out in cities where services were not provided, were provided incompletely, or were of inadequate quality, particularly as a result of enemy attacks. This refers to amounts that were not included in bills for heat, water supply, wastewater disposal, and waste management.

In total, consumers were not charged UAH 36.4 million, specifically:

• heating — UAH 16.6 million

• hot water — UAH 9.9 million

• water supply — UAH 3.9 million

• sewage — UAH 5.7 million

• waste management — UAH 257,600

Special attention was paid to the situation in Kyiv. In January, due to service disruptions, city residents were not billed UAH 9.1 million for water supply and sewerage services, and no charges were billed at all for centralized heating. In total, this amounts to billions of hryvnias in unpaid bills.

“The State Service on Food Safety and Consumer Protection will continue to monitor the implementation of this decision. The principle remains unchanged— people should pay only for services they have actually received,” the Head of Government emphasized..
