Yuliia Svyrydenko discusses deepening economic cooperation with Saudi Arabia’s Minister of Investment Khalid Al-Falih
An online meeting was held between First Deputy Prime Minister and Minister of Economy of Ukraine Yuliia Svyrydenko and Minister of Investment of the Kingdom of Saudi Arabia Khalid Al-Falih. The parties discussed the development of investment cooperation, collaboration in energy and healthcare, Saudi Arabia’s participation in the Ukraine Recovery Conference (URC-2025), and upcoming bilateral visits.
The meeting was also attended by First Deputy Minister of Economy Oleksii Sobolev, Deputy Minister of Economy and Trade Representative of Ukraine Taras Kachka, Deputy Minister of Energy Mykola Kolisnyk, Deputy Minister for Communities and Territories Development Maryna Denysiuk, Deputy Minister of Health Edem Adamov, and other government representatives.
“Ukraine and Saudi Arabia have made significant progress in preparing a framework for investment cooperation, which will provide structured access to a wide portfolio of projects in key sectors – infrastructure, housing construction, and energy. The recently adopted Law on Public-Private Partnerships creates new opportunities for attracting private capital, including from Saudi Arabia, to implement public projects in priority economic sectors,” Yuliia Svyrydenko emphasised.
During the discussion, the parties explored opportunities to strengthen dialogue between Ukrainian funds and Saudi Arabia’s financial institutions to establish cooperation and create joint investment mechanisms.
The conversation also covered collaboration in the energy and healthcare sectors. In particular, the parties discussed expanding cooperation in the supply of liquefied gas and other energy resources. The Saudi side confirmed its readiness to work on implementing agreements under a signed USD 300 million Memorandum. In healthcare, the focus was on cooperation in transplantation and rehabilitation.
Another topic was Saudi Arabia’s involvement in the Ukraine Recovery Conference (URC-2025), scheduled for 10–11 July in Rome. Khalid Al-Falih confirmed Saudi Arabia’s interest and noted that a high-level delegation from his country planned to participate in the conference.
The parties also discussed preparations for a visit by a Ukrainian government delegation and business representatives to Saudi Arabia. They agreed to hold bilateral government-level meetings, an investment roundtable, and meetings between entrepreneurs from both countries. Over 50 Ukrainian companies have expressed interest in participating in a joint event to establish mutually beneficial partnerships.
Saudi businesses are also keen to participate in investment projects in Ukraine, particularly in port and logistics infrastructure, and are interested in cooperation in agriculture, construction, and energy. The parties discussed the possibility of organising a visit by Saudi government officials and businesses to Ukraine.
